xfs: move xfs_dir_ialloc to libxfs
Move xfs_dir_ialloc to libxfs, and make xfs_ialloc static since we only needed it to be non-static temporarily. Signed-off-by: Darrick J. Wong <darrick.wong@oracle.com>
