The hooks are enabled via nf_hooks_lwtunnel sysctl to make sure existing netfilter rulesets do not break. There is a static key to disable the hooks by default. The pktgen_bench_xmit_mode_netif_receive.sh shows no noticeable impact in the seg6_input path for non-netfilter users: similar numbers with and without this patch.
