tcp: Fix SOF_TIMESTAMPING_RX_HARDWARE to use the latest timestamp during TCP coalescing
During tcp coalescing ensure that the skb hardware timestamp refers to the highest sequence number data. Previously only the software timestamp was updated during coalescing.
