panda: introduce seperate defconfig
Panda is a different board and warrents a seperate defconfig.
We have seen Audio is crashing when blaze audio driver is
used on panda. So for now Audio has been kept disabled.
We are still seeing issue with Framebuffer on panda,
but that needs further debugging.
New config is created not to interfere with official config
for android program
