ProofOfConcept 7d6ebbacab daemon: add run-agent RPC for queuing agent jobs 
Adds `poc-memory daemon run-agent <type> <count>` CLI command that
sends an RPC to the daemon to queue agent runs, instead of spawning
separate processes.
