MIPS: consolidate mem_init() for NUMA machines
Both MIPS systems that support numa (loongsoon3 and sgi-ip27) have
identical mem_init() for NUMA case.
Move that into arch/mips/mm/init.c and drop duplicate per-machine
definitions.
