bcachefs: alloc_request.clbcachefs-testing

Rework the logic for wait vs. nowait allocations: instead of checking if
we were passed a closure, add flags so we can be explicit about which
retry loop we're in.

This improves the logic for blocking on open_buckets vs. blocking on
bucket freelists; we don't want to continue with our retry loops if we
need to block on an open bucket.
