bcachefs: __get_existing_stripe() can now delete empty stripesbcachefs-testing

We can't rely on the trigger always deleting empty stripes, since they
might still be open when the last contents are deleted.

__get_existing_stripe() walks the stripe lru and so sees empty stripes -
it can check for stripes that need to be deleted.
