Clean up the image manager.
Simplify image loaders. Avoid declaring some variables volatile by
using multiple setjmp() points. Catch possible jpeg_create_decompress()
errors correctly. Ensure that enough bytes are available in IMG_LoadWAL
for miptex_t struct. Clean up image overrides searching code. Replace
EXTENSION_* defines with imageformat_t enum. Add FS_HashPathLen function.
Don't export IMG_LoadXXX functions.
